Raymond Dowell died July 2, 2018, at his home in Delta. He was 65.
Cremation has taken place. At his request, no services will be held.
Raymond Edward Dowell was born Aug. 9, 1952, to Thomas and Elna (Graham) Dowell in Albuquerque, N.M. He spent his childhood in Hotchkiss. He graduated from Theodore High School in Theodore, Ala., in 1970.
On May 31, 1982, he married Doreen Dornburg in Las Vegas, Nev.
Mr. Dowell served in the U.S. Navy and was a lifetime member of the VFW. He was also a member of the Mountain Man Club.
He worked as a GIS technician for the U.S. government and enjoyed camping, fishing, hunting and four-wheeling.
He is survived by his wife, Dee Dowell of Delta; his daughter, Shawna (Carson) Garner of Washington, D.C.; two brothers, Jim (Mona) Dowell and Roy Dowell, all of Austin; his sister, Linda (Drake) Welch of Hotchkiss; and a granddaughter, Morgan Garner.
He was preceded in death by his parents.

On Tuesday, Sept. 11, the Delta County Board of Commissioners called a special meeting to consider the board's response to the Bureau of Land Management's preliminary Environmental Assessment (EA) concerning the lease parcels proposed for the December BLM sale.
